Malaysia joined the TPP negotiations in October 2010 during the Third Round in Brunei Darussalam and it hosted the 18th Round in Kota Kinabalu in August 2013.The Malaysian Ministry of International Trade and Industry (MITI) is responsible for leading and coordinating the talks between the 11 negotiating partners and other Malaysian ministries and agencies involved in the talks: namely the Ministry of Finance, Ministry of Domestic Trade, Consumerism and Cooperatives, Ministry of Human Resource and the Ministry of Natural Resource and Environment.After participating in 18 formal rounds of talks, according to an open source MITI document, no agreement has been reached between Malaysia and the US and other negotiating partners, on four key chapters:
1.Government Procurement (GP)
On GP issues related to the Build-Operate-Transfer (BOT) and threshold for construction services, Malaysia has carved itself out from the scope of c:ommitments and set a very high threshold for construction services.
GP areas of interest to the Malay business community and SMEs have been excluded from Malaysia's concessions to the TPP.
