根据中华人民共和国人事部(现人力资源和社会保障部，简称人社部)发布的《翻译专业资格(水平)考试暂行规定》和《二级、三级翻译专业资格(水平)考试实施办法》，2003年，中国外文局组织全国翻译专业资格(水平)考试英语专家委员会专家编写了《英语三级翻译口笔译考试大纲》，并经原国家人事部组织有关专家审定通过后于当年9月颁布实施。
　　本大纲是英语三级翻译专业资格(水平)考试的指导性文件。是考试命题的依据，也是应考人员的重要参考指南。根据翻译专业人员实际工作所需要的知识和能力，明确了考试的范围、内容、重点，对考核点分层次提出了要求。要求“掌握”的是重点内容，要求“熟悉”的是重要内容，要求“了解”的是相关内容。应考人员应全面学习和了解，争取成为合格的翻译人员。此外，本大纲还给出了考试样题、参考答案及基础词汇表，供应考人员复习备考。
