当前，世界航天进入了快速发展和广泛应用阶段，中国航天发展也进入了快车道，迫切需要借鉴国际和其他国家的航天立法，研究制定我国的航天法律，使其服务于国家社会经济发展和国家安全需求。研究整理了《航天法律汇编》，汇编内容依据人类航天法法律体系，包括国际空间法和世界各国航天法两部分，分为上下两篇。 上篇是国际空间法汇编，主要包括在联合国平台上形成的联大条约、联大原则、联大决议，以及当今国际太空新规则博弈中达成一定共识的准则、草案、措施等一系列国际文件。 下篇是世界主要国家的航天法汇编，选取了美国、俄罗斯、法国、德国和日本等国家的航天法中具有代表意义的法律，包括美国的《美国法典》第51编——国家和商业空间项目、俄罗斯的《联邦空间活动法》、法国的《空间活动法》、德国的《卫星数据安全法》，以及日本的《空间基本法案》和《卫星发射与管理法》。随着太空安全形势的演变，世界各国航天法更加关注对太空安全的法律保障，并大力促进商业航天的发展，呈现军、民、商融合发展的趋势。

上篇 国际空间法
