本教材的编写理念、内容体系及版块设计，紧紧围绕社会发展需求与学生自身发展要求，以提高学生综合素质和专业英语应用能力为目标，体现出鲜明的特色。一是坚持立德树人与专业教学相融合的课程思政新理念。在各学科大力推动以课程思政为目标的教学改革中，公共管理专业英语的教材编写面临着新挑战，需要围绕新时代高等教育“新文科”改革，认真思考如何落实立德树人的根本任务，如何提升课堂教学的育人功能。在教材大纲的设计中，我们努力将中国传统管理思想、国外管理理论与中国管理实践紧密结合，增强学生的民族自豪感、责任感与使命感。二是以突出能力培养的产出为导向，注重应用能力的培养，科学设计教材内容，增强理论与实际的结合效果。例如，在教材中除了讲授一般理论知识之外，还增加了小组讨论、翻译练习、翻译技巧指导等内容，提高学生在专业英语学习中的积极性与主观能动性，培养学生利用英语处理工作事务的能力以及随机应变的能力。三是在选材上力求新颖，既能反映国内外相关研究领域的最新成果，又能兼顾国内材料与国际材料的搭配，帮助学生在专业英语学习过程中形成国际视野，增强学生的学习能力和可持续发展能力。 本教材共包括10章内容，每章包含4～5个板块。其中，前2～3个板块为专业理论的相关文献，配有核心词汇、难句解析、中文翻译等内容，帮助学生理解和掌握学科专业术语、概念和理论知识，熟悉专业词汇；其次是小组讨论的英文文献材料，帮助学生拓宽阅读领域和范围，巩固学生专业英语知识的学习效果；最后一个板块为翻译练习，其后提供了翻译技巧指导相关内容，帮助学生掌握英译汉的技巧，使学生能够准确、流畅地翻译学科文献。
